Investigators said Norman tried to pass a City of Santa Rosa white Ford Ranger pickup truck driven by a city employee. He tried to pass the truck on the left as lanes merged into one, striking the truck and then two trees in the median.
The children and Norman sustained major injuries in the collision and were rushed to a trauma center in critical condition. The city employee was uninjured in the incident.
