  1. Frustrating hours are spent waiting at the international border. Some think that options such as a ferry service and a cross-border trolley connection could cut wait times and encourage new commerce. However, funds for such a project are limited. An alternative idea is to create a port of entry in Otay Mesa East. The innovative concept, planned jointly by the U.S. and Mexican governments, would be financed through tolls — like a highway. In 2021, the Citizens Law Enforcement Review Board (CLERB) asked the Sheriff’s Department to allow trained CLERB staff to respond to death scenes related to in-custody and deputy-involved shooting cases where death occurs. Now CLERB Executive Officer Paul Parker and Acting Sheriff Kelly Martinez have signed a “memorandum of understanding” solidifying the agreement.
