The owner described Hank as a fawn-colored French bulldog with a black mask and a stocky build, valued at more than $950.
Hank was last seen at about 11:44 p.m. on Dec. 10. His owner told police he noticed a man staring at him and Hank while they were taking their nightly stroll. The man grabbed Hank from the sidewalk where they were standing and sped off in a car, the owner told police.
On Wednesday, San Francisco Police identified Dante Shaw, 44, as the suspect.
Police arrested Shaw in his car at the intersection of San Carlos Avenue and High Street in East Oakland.
Shaw was charged with grand theft and is being held at the San Francisco County Jail, police said.
