Fatal Marin Crash Involving Pedestrian Victim Probed

The woman killed in the crash was standing in the roadway for reasons investigators have not yet determined, the CHP said.

SAN RAFAEL, CA — A suspect was arrested in connection with a fatal crash involving a pedestrian Tuesday night in unincorporated San Rafael, the California High Patrol said.

Brian David Phillips, 39 of San Rafael, was arrested on suspicion of driving while intoxicated and causing great bodily injury and gross vehicular manslaughter while intoxicated, CHP Officer Darrel Horner said.

Phillips was the driver of a Land Rover that fatally struck a female pedestrian on Rubicon Court in a collision reported to authorities at 9:23 p.m., the CHP said.

The victim's identity has not yet been released.

The woman killed in the crash was standing in the roadway, directly in ahead of the Land Rover, for reasons investigators have not yet determined, the CHP said.

She was struck by the left side of the Land Rover.

The pedestrian succumbed to her injuries and was pronounced dead at the scene, the CHP said.

The driver of the Land Rover remained on scene and was not injured, the CHP said.

“While investigating the incident, it was determined the driver of the Land Rover was driving while under the influence of alcohol and was arrested for DUI and other pending charges,” the CHP said.

“This is an ongoing investigation.”
