The California Public Utilities Commission (CPUC) and the 3 major utility companies – SDGE – SCE – PGE are currently proposing changes that will affect the incentives and savings property owners will receive when adding solar starting sometime early this year -2022.
 
 
 California Solar Net Energy Metering (NEM) Incentives – Background.
 
Starting around 1996 homes in most of California replaced their old-style energy billing meters with the new Net Energy Meters (NEM) and are designed to go “backwards”. This was designed for homes installing solar panels and tracking the energy being produced by the home against the energy being used by the home when the sun was down -and the term “net-metering” was born.

This gives the homeowner one-to-one credit for the energy their solar panels are producing and results in having a low or no energy bill from the utility company.  Some homeowners even receive a credit for the extra energy they produce.  The utility companies designed and offered these incentives to  homeowners so the state could meet the their clean energy goals requirements.
 
Because California homes with solar has passed the million mark the utility companies are now pushing the legislation with the California Public Utility Commission (CPUC) to implement changes to the incentive values under (NEM) 3.0 (watch video) . Early reports are that some major drops in the energy credits given to solar customers will be approved. The other proposed change is to add a fixed monthly grid connection fee when a property owner installs solar.  These changes and additions will reduce the savings homeowners will receive when adding clean solar energy to their properties.
 
 
 
There Is Still Time: As of this writing the details were being worked on and fought over and then the CPUC will make the final changes.  NEM 3.0 is expected by spring or early summer of 2022.  Current solar customers and those that get approved before NEM 3.0 takes effect will still be classified as NEM 2.0 and eligible for the current incentives and are protected with a Grand-Father Clause  from any changes for up to 20 years
