The picture was taken on May 8, 1940, at the World's Fair on Treasure Island but there is no other information.

Treasure Island was created in 1936 and 1937 out of fill dredged from San Francisco Bay, according to Wikipedia. It was the site of the 1939-40 World’s FairGolden Gate International Exposition at which this picture was taken.

An entry from a book titled, The Portuguese in San Leandro," says the fair was created by a $3.8 million Works Progress Administration (WPA) project during Franklin D. Roosevelt's New Deal.
