Officers Restrain Intoxicated Man With Specialized Equipment In Bay Area: Police

The police said multiple people were harassing patrons downtown and one resisted arrest.

SAN MATEO, CA — Officers responded to a report Wednesday afternoon that multiple people under the influence were harassing others in Downtown San Mateo, and when one of them refused to listen to officers, they used special equipment to subdue him, police said.

San Mateo Police Department officer Andrew Peek told Patch they responded to a disturbance downtown after several people were reported harassing patrons.

Police said one person physically resisted officers and refused to listen to their attempts to de-escalate the situation.

In order to prevent injuries to officers, bystanders and himself, police used the WRAP restraint system, which is a specialized device used for high-risk situations when other options have been exhausted, police said.

The WRAP restraint system is used by police departments all over the U.S. despite multiple lawsuits and solely anecdotal evidence proving its safety, according to an investigation by Capital and Main.
