A survey of 1,550 residents last November found that half of the residents were supportive of a fee at $120 a year and under 47 percent would support a fee at $192 a year. A ballot measure would need a simple majority of 50 percent plus one vote to pass.
If the council supports moving forward with the fee, the city would begin conducting public outreach and education on the measure.
