Suspects With Burglary Tools, Stolen Property Nabbed In San Mateo

SAN MATEO, CA -- Two suspects found with utility worker clothing, burglary tools and suspected stolen property were arrested after a car chase, according to San Mateo Police.

Brandon Harper, 30, of Stockton, and David Quinn, 29, of Oakland, were taken into custody Friday after leading San Mateo police on a pursuit into Redwood City, according to the SMPD.

Officers patrolling the Highway 101 corridor at Hillsdale Boulevard first spotted the pair late Friday morning. The suspects were seen in a black Nissan Altima with paper dealer plates, which are illegal as of January 2019. When officers tried to stop the Nissan, the car drove away, sideswiping another vehicle at slow speeds, police said.

The crash disabled the Nissan at Shearwater Parkway and Santa Lucia Drive and Harper, who had been driving, immediately got out and ran into a Redwood Shores neighborhood. Quinn surrendered to police.

Police flooded the area with officers and at 11:46 a.m., Harper was found a mile away running southbound near 1406 Radio Road.

While officers were attempting to capture Harper, he reached for a large knife but was quickly subdued by a police dog, preventing any injury to officers or the dog.

In addition to burglary tools and suspected stolen property, the pair were found with utility worker clothing, weapons and narcotics, police said.

"There have been incidents were criminals pose as utility workers or delivery drivers to access people's backyards," San Mateo police spokesman Michael Haobsh explained.

Harper was treated at a hospital and booked a short time later at San Mateo County Jail on multiple counts, including suspicion of recklessly evading police, conspiracy to commit crime, and possession of burglary tools.

Quinn was processed at the San Mateo Police Department on suspicion of possessing burglary tools.
