City Council Awards Project For New Library And Community Center In Marin County
The new library and community center is planned to open in 2031 after voters passed Measure P.
SAN RAFAEL, CA — The City Council awarded a California development firm on Monday an agreement to plan and construct a new main library and community center at a San Rafael park.
Griffin Structures has been selected by the San Rafael City Council to provide Capital Project Management Services. The agreement, awarded on Monday, will see Griffin Structures lead the planning and construction of a new main library and community center at Albert Park.
San Rafael voters passed Measure P in 2024 to fund a new main library and community center at Albert Park.

“This is the first major step for the City in the implementation of Measure P,” said John Stefanski, Assistant City Manager. “This project represents a generational opportunity for our community and is going to be one of the largest investments in the City’s cultural and civic institutions.”
Griffin Structures, a California firm, specializes in capital project delivery for municipal and educational agencies, having delivered over 70 library and community centers, including recent Bay Area projects.

“So many people have been a part of this journey,” said San Rafael Mayor Kate Colin. “We are impressed with the credentials and expertise of Griffin Structures and that they get how a community center and library are truly a manifestation of community values. The fact that Measure P is a self-taxation shows that this is a community value.”
Griffin Structures' $4,440,606 agreement, running until December 31, 2031, covers project management, community engagement, design oversight, and construction management for the new library and community center, expected to open in early 2031.
