Marin To Consider Making Rules For Short-Term Rentals Permanent

The county has rules for how landlords of AirBnB, VRBO and other short-term rentals treat their neighbors.

MARIN COUNTY, CA — Marin County's Board of Supervisors is to consider making permanent the county's rules for how landlords of AirBnB, VRBO and other short-term rentals treat their neighbors, according to a message to the board on Thursday from Kathleen Kilgariff, a county planner.

Landlords or managers of short-term rentals must tell neighbors that a property will be a short-term rental, designate someone local for neighbors to contact if problems arise and tell renters about county restrictions on noise, parking, trash and emergency access, called "good neighbor" rules.

The rules, first adopted two years ago, were to expire in August.

In addition to making them permanent, the most important change would affect when the local contact person's information, which is public, must be provided and confirmed.

Kilgariff said in her message to the board that she and her colleagues have received requests to make more substantive changes, including restricting the length and location of short-term rentals.

She said the limitations imposed on public meetings by the coronavirus pandemic make it difficult to gather sufficient public input. She said a recommendation for additional changes may come later.

On July 14, the Board of Supervisors will consider making the rules permanent, and a vote is set for July 28.

The county's short-term rental complaint hotline, which the 2018 ordinance created, also would become permanent.
