Marin Man Arrested In Connection With Fatal Hit-And-Run

Prosecutors identified the victim of the fatal March 21 hit-and-run crash as 33-year-old Raul Morales Lopez, Jr., prosecutors said.

SAN ANSELMO, CA — A Marin man was arrested Wednesday in connection with a fatal East Bay hit-and-run crash, authorities said.

Roman Gaelan Seabock, 20 of San Anselmo, has been charged with murder with an enhancement for the alleged use of his Dodge van as a deadly weapon in the March 21 Richmond crash that killed 33-year-old Raul Morales Lopez, Jr., the Contra Costa County District Attorney’s Office said.

Lopez at around 10 p.m. that night was walking his bicycle on a sidewalk on Hoffman Boulevard near Cutting Boulevard when he was fatally struck by the van, prosecutors said.

Emergency responders pronounced Lopez dead at the scene.

“Officers from the Richmond Police Department investigated the crash and collected evidence from the vehicle, video footage from security cameras, and witness statements,” prosecutors said in a statement.
