5 First Responders Who Left A Lasting Legacy In Santa Cruz

The service and commitment of these remarkable individuals continues to inspire today's firefighters, police officers and EMTs.

Santa Cruz is fortunate to have dedicated first responders — police officers, firefighters, EMTs, dispatchers, and search and rescue teams —who work tirelessly to protect and serve our community. Their commitment carries forward the legacy of those who paved the way, demonstrating courage and dedication every day.

In partnership with T-Mobile, Patch is honoring the first responders who came before them—individuals whose impact continues to shape Santa Cruz. Today, we’re highlighting five remarkable figures who left a lasting mark on our community.


1. Sergeant Butch Baker (Santa Cruz Police Department)

Sergeant Butch Baker dedicated over two decades to the Santa Cruz Police Department, serving with unwavering commitment to the community. Known for his deep investigative skills and mentorship within the department, Baker was a respected leader who worked tirelessly to uphold public safety. In 2013, while following up on a case with Detective Elizabeth Butler, he was tragically killed in the line of duty. His legacy continues through the department’s ongoing commitment to service and the annual memorials honoring his sacrifice.


2. Detective Elizabeth Butler (Santa Cruz Police Department)

Detective Elizabeth Butler was a devoted investigator with the Santa Cruz Police Department, known for her compassion and dedication to justice. She specialized in investigating sexual assault cases, advocating for victims and ensuring their voices were heard. In 2013, while working alongside Sergeant Butch Baker, she was killed in the line of duty, leaving behind an enduring impact on the community she served. Her legacy is honored through scholarships, memorials and the continued work of those she inspired within the department.


3. Captain Steven Ramirez (Central Fire District of Santa Cruz County)

Captain Steven Ramirez dedicated over 30 years to serving his community, beginning his career with CAL FIRE as a Firefighter I before joining the Central Fire District of Santa Cruz County in 1999. Known for his leadership, infectious joy and deep commitment to his family and community, Captain Ramirez made a lasting impact on those around him. Tragically, on January 12, 2025, while on duty at his station, he passed away at the age of 54. His legacy of service, compassion and dedication will continue to inspire all who knew him.


4. Captain Robert Jones (University of California, Santa Cruz Police Department)

Captain Robert Jones of the UCSC Police Department was severely injured in a bike accident on January 2, 2004, when he was struck by a distracted teenage driver on Highway 1. After being in a coma for three months, Robert regained consciousness and, with the support of his wife and fellow first responders, the Fallen Officer Foundation was created to raise funds for his care. Despite setbacks, including seizures that reversed much of his progress, Robert's determination and the community’s support helped raise over $12,000 through a wheelchair challenge. Robert passed away in 2007, but his legacy lives on through the foundation, which continues to assist local first responders and their families in times of need.


5. Sergeant Damon Gutzwiller (Santa Cruz County Sheriff's Office)

Sergeant Damon Gutzwiller, a dedicated 15-year veteran of the Santa Cruz County Sheriff's Office, tragically lost his life on June 6, 2020, during a violent confrontation in Boulder Creek. Known for his kindness, leadership and commitment to the community, his legacy of service and sacrifice continues to inspire. In 2024, Willowbrook County Park in Aptos was dedicated in his honor, featuring a memorial area with benches, plaques and a fountain to celebrate his life and service. The park serves as a lasting tribute to his dedication and the profound impact he had on the Santa Cruz community.
