Does Saratoga Have a Noise Problem?

Two meetings will gather feedback from residents on noise sources and how to regulate them.

The City of Saratoga is in the process of updating its General Plan Noise Element and Noise Ordinance and is seeking input from residents on sources of noise in the community.

Two public meetings will be held this month to address the issue. The first one will be held at 7 p.m. Tuesday, Aug. 20 at Fireman's Hall, 14434 Oak St. The second one will be held at 7 p.m. Tuesday, Aug. 27 in the community room at the Saratoga Library, 13650 Saratoga Ave.

Former Saratoga Mayor and current Saratoga Council member Chuck Page explained why the Noise Element of the city's General Plan needs to be updated.

"Some of the wording can't be enforced. We need modern language to reflect court cases and what's allowed and not allowed," he said.

Page said the Noise Element will help restrict certain activities in the city that could potentially be considered bothersome by residents. When elected in 2006, Page said he vowed to update the oldest sections of the city's General Plan—the Noise Element and the Sign Element.

The Noise Element was last updated in 1988.

Page said that public input is an essential part of the process. After the two public meetings in August, the Saratoga Planning Commission will have public meetings discussing it before the Noise Element and supporting ordinance goes to the Saratoga City Council.

The revised Noise Element will further identify common types of noises that could be disturbing, possible mitigation measures and be brought up to date, incorporating legal decisions and other laws, Page said.
