Trash cans careening dangerously down Laurel Pass + other dangers

On Lookout Mountain Road and Laurel Pass, many neighbors (on the west side of the street) have taken to leaving trash cans out just adjacent to the roadway, albeit, technically on their property. The cans go careening down the middle of the road whenever there are dangerous conditions - wind and/or rain. I myself have had encounters on the road. One such encounter messed up my rearview mirror.

PS there is a narrow sidewalk on most of the these of the roads - although often buried dirt.

My questions is:

1 . LAMC says trash cans should not be left out on the street. BUT when they obstruct a safe walkway for people walking in the hillside, do they still have the right to leave out trash can with impunity?

Can I get the numbers off the trash can + ask the owner to reimburse me for damages?

2. Should the practice of leaving them out on the edge of the street be forbidden? Who can we contact to solve this issue?

3. Can the city be forced to come out and clear the small sidewalk for the safety of our neighbors, especially the kids walking to and from Wonderland so they don't have to walk in the road?
