According to police, a single assailant in dark clothing approached the victim and opened fire before fleeing on foot.
A man wearing a dark hooded sweatshirt and dark pants was seeing running westbound on Whipple Road toward Railroad Avenue, police said. He was described as standing about 5 feet, 10 inches tall and weighing 180 pounds.
The victim did not reside at the address where he was shot and was visiting friends at the home, Musgrove said.
The residence is well-known to local police, who have responded to multiple crime reports at that address and increased patrol in the area, said Lt. Ben Horner.
"We’re aware that there’s a number of things occurring there,” Horner said. "There are a number of people that frequent that house that engage in high-risk behavior — drugs and gangs. A consequence of that high-risk behavior is that these violent crimes occur."
In addition to the two previous homicides at the address, a shooting occurred at the home on May 4. No one was injured during the incident, Horner said.
"The crimes don’t appear to be random," Horner said. "They're all at the same address."
Sunday's shooting is the fourth in Union City in less than two months and the third in the neighborhood.

Police are investigating the previous cases but have turned Sunday's shooting case over to the Southern Alameda County Major Crimes Task Force, which includes detectives from the Union City Police Department and other local agencies.
The task force will allow Union City police to focus on the ongoing homicide investigations while providing manpower to investigate the latest shooting, Horner said.
