City Gives Youth 'A Seat At The Table'
Following a successful pilot program, the Walnut Creek City Council voted to add permanent youth representation to three commissions.
WALNUT CREEK, CA — A pilot program was recommended in 2022 by the Youth Leadership Commission to add youth members to other city commissions to broaden youth representation in Walnut Creek.
The pilot program, dubbed "A Seat at the Table," expanded youth participation in city government and resulted in youth members appointed to the Arts, Park, Recreation and Open Space —PROS— and Transportation commissions.
For two years, Transportation Commissioner Angie Yao, PROS Commissioner Karlina Meyer and Arts Commissioner Skye Loumeau represented their peers and provided a fresh perspective on the issues. The pilot tested the viability of youth seats on city commissions and demonstrated the valuable contributions of youth in the community.

"Being able to see A Seat at the Table permanently made a part of Walnut Creek was incredible and inspiring," said Youth Commissioner Adam Tarr. "Not only does it prove that the youth community wants to be involved in local policy decisions but it shows what the youth are capable of achieving when they are given the opportunity to be in local government."
Following the successful pilot, the city council voted to make the seats permanent.

Now, the city is actively recruiting for multiple opportunities for youth to be involved and represent their peers:
- Arts Commission – established to advise the City Council on facilities, programs and policies that enhance the artistic and cultural quality of life in the City as well as the implementation of the public art program;
- Park, Recreation and Open Space — PROS— Commission – established to advise the City Council on the direction of park, recreation, trail and open space needs, facilities and programs;
- Transportation Commission – established to advise the City Council on all issues affecting parking and transportation including roadway operation, public transit, pedestrian, and bike infrastructure; and
- Youth Leadership Commission – established to engage future leaders by encouraging youth to take an active role in the community and provide a youth perspective on issues before the City Council.
"The Youth Leadership Commission and the A Seat at the Table program allow us, as youth in our community, to advocate for issues that we view as important," said Youth Commissioner Masao Tong, vice chair of the Youth Leadership Commission. "My favorite part about these initiatives is how they encourage young leaders to explore their interests and find their voice."
Applications for the Youth Leadership Commission and the youth seats on three commissions are open through 10 p.m. Aug. 18. Passionate, engaged Walnut Creek residents in grades 9-12 are encouraged to take a seat at the table and apply. Find more information and the application on the city website.
