An arrest affidavit obtained by 9NEWS said the assault happened on Aug. 22 in the 1700 block of North Pecos Street. The affidavit says Rodarte and other officers responding to an incident involving people "yelling obscenities."

The person who was assaulted was a teenager allegedly having a "manic episode." Rodarte is accused of beating him repeatedly with a metal baton causing him to need "several stitches above his right eye, had a broken nose, and fractured his tibia and fibula," the affidavit said.
