Connecticut received a D grade in small business friendliness, according to a survey by Thumbtack.
Illinois received the worst rating in the survey. Rhode Island and California also received failing grades. New Jersey also received a D grade.
The survey looked at several issues, including:
- Business-friendly licensing regulations
- Ease of filing taxes
- Tax rates
- Government-sponsored training programs
