12 CT Towns with Most Debt Per Person
Counting down the towns carrying the highest debt burdens per capita.
The Connecticut Office of Policy Management (OPM) maintains statistics on every town in the state for a number of financial indicators used to determine things like grant awards and education cost-sharing.
One of those indicators is a ranking of towns by municipal debt per capita, taking into account the total interest and principal payments made in the 2012-13 fiscal year.

The OPM also tracks municipal debt as a percentage of a town’s net worth using the Net Grand List (NGL) — the total assessed value of all taxable properties — and the Equalized Net Grand List (ENGL) — an estimate of the market value of all taxable property.
