Brookfield Planning Commission adopts 2025 Plan of Conservation and Development to guide growth, zoning and future planning.
BROOKFIELD, CT — The Brookfield Planning Commission has unanimously adopted the town’s 2025 Plan of Conservation and Development, a state-mandated document that will guide local growth, zoning, land use and infrastructure planning for the next decade.
The commission voted on the plan at its Sept. 4 meeting. Connecticut law requires municipalities to update their plans every 10 years to reflect current demographics, planning needs and development trends. Brookfield last adopted a plan in 2015, with an amendment in 2016.
Work on the 2025 plan began in spring 2024. The commission created a POCD Committee in September of that year and hired BFJ Planning as a consultant. The committee included representatives from the Planning, Zoning, Conservation and Economic Development commissions.

Public input played a central role in shaping the document. The town hosted workshops in November 2024 and April 2025, conducted a public survey in early 2025, and held a public hearing on Aug. 12, 2025. More than 30 stakeholder groups also participated, including municipal departments, fire companies, Brookfield schools, lake authorities, HARTransit and the Water Pollution Control Authority. Feedback from the Board of Selectmen and the Western Connecticut Council of Governments was also incorporated.
The final plan sets out a vision, goals and recommendations in areas such as housing, economic development, transportation, cultural facilities, natural resources, open space, utilities and sustainability. Officials said it is designed to provide policy guidance for town leaders, boards and commissions as they consider future development.
