Troopers Spot 'Suspicious Activity,' Find Crack Pipe in Southeast

A 35-year-old Southeast man is facing charges in connection with the discovery of a crack pipe, and the Danbury man he was with was wanted on a warrant, police say.

Troopers from the Southeast Barracks made the arrests at about 12:30 a.m. Saturday, shortly after they noticed "suspicious activity" in a parking lot off Independent Way, according to officials. 

Police initiated a traffic stop of the 2001 Toyota and found a crack pipe with residue in it. Jason R. Inconstanti is accused of trying to get rid of the item. He's facing a misdemeanor charge of seventh-degree criminal possession of a controlled substance and a felony charge of tampering with physical evidence.

Inconstanti's passenger, Dwane O. Gordon, was reportedly wanted by New Rochelle Police for criminal possession of a controlled substance. Authorities turned him over to that agency. Inconstanti was placed in the Putnam County Correctional Facility, pending a future appearance in Southeast Justice Court.
