EAST HAVEN, CT - Joseph Zullo was sworn in Friday at the state Capitol as East Haven's 99th District state representative.Zullo won the special election over Democrat Josh Balter on Tuesday to replace James Albis, who resigned the seat to take a job in Democrat Gov. Ned Lamont's administration.Zullo won the special election by 250 votes over Balter.
