Proposed 204-Unit Apartment Complex Met With Some Skepticism In Fairfield

The developers presented a concept of the plan Tuesday to the Fairfield Town Plan and Zoning Commission.

FAIRFIELD, CT — There are still other board reviews on the horizon, but on Tuesday, the developers of the proposed 204-unit apartment complex at 4221 Black Rock Turnpike in Fairfield presented concepts of the plan to the Town Plan and Zoning Commission.

The project, developed by Primrose Development, LLC, calls for a three-building complex, with a clubhouse, with each of the three residential buildings holding 68 units. The average height of the three main buildings will be 66 feet, and the property could hold as many as 442 parking spaces.

Though currently a conceptual site plan, attorney Steve Bellis, who represents Primrose, said the final site plan, which will need Town Plan and Zoning approval, will be "substantially the same" as the concept.

"I don't want you to think this is some sort of bait-and-switch," Bellis told the commission.

Primrose is seeking a zoning amendment to allow for the project in the area, and the plan must also receive approval by the Inland Wetlands Commission and others.

The Town Plan and Zoning Commission will continue discussion on the proposal on Aug. 19 to allow residents to comment on the plan.

The few that spoke Tuesday voiced concerns about the project, in part due to its size and the potential traffic congestion it could cause.

"Developments in the area could overwhelm the infrastructure," said resident Russell Jennings.

Jennings' comments were echoed by others, who told the commission that traffic in the area is already bad before the complex is built.
