Ricci, 48, of 24 Elvree Street, Manchester, was arrested on a warrant for charges of criminal impersonation, non-violent interference with an officer, second degree forgery, and operation of a motor vehicle with a refused or suspended registration or licence. Ricci was originally stopped for speeding. Thomas W. Grant Jr., 33, was arrested on two charges of third degree assault and a count of disorderly conduct.
