Peter Emanual Perkins, 60, of Guilford, was charged with second-degree larceny and making home improvements without certification.

July 13

Justine Woodall, 37, of New Haven, was charged with second-degree larceny/embezzlement of a person over 60, blind or physically disabled, conspiracy to commit second-degree larceny, first-degree identity theft, and conspiracy to commit first-degree identity theft.
