Hurricane Sandy proved to be not as devastating to the Manchester area as some predicted.  Meaning that all signs point to Halloween as usually Wednesday.  Power outages in town were down to about 3 percent as of early Tuesday morning, <a href="http://outage.cl-p.com/outage/outagemap.aspx" rel="nofollow" target="_blank">according to Connecticut Light &amp; Power's Outage Map</a>, or about 360 customers.  General Manager Scott Shanley told Patch Tuesday afternoon that the streets and sidewalks were clear of debris and that the town was not advising against trick-or-treating this year.  And many neighborhoods have chimed in on <a href="http://www.facebook.com/ManchesterPatch" rel="nofollow" target="_blank">Manchester Patch's Facebook page</a> to note that their lights are on and their doors will be open come Halloween night!
