Police Charge Local Man With Fraudulent K9 Bulletproof Vest Scheme

A local man is facing larceny charges after police say he accepted more than $2,000 in charitable donations to outfit police K9s with bulletproof vests, but never delivered the vests. 

According to information provided by the Manchester Police Department, Mark Moran, 41, of 565 Hilliard St., Manchester, was charged with third-degree larceny as a result of an investigation into a non-profit group known as Connecticut Vest a Dog, which Moran was listed as the executive director of. 

According to police, Moran accepted $2,089 in charitable donations by the Sports and Medical Science Academy Magnet School and a local breeder to outfit several police K9’s with ballistic vests. But police say that Moran never delivered the vests.

According to its website, Connecticut Vest A Dog is "a non-profit organization run by volunteers dedicated to raising the awareness of the dangers that police dogs face and to raise money to provide every Connecticut law enforcement canine with protective vests.”

Moran was released on a $25,000 bond and is scheduled to appear in Manchester Superior Court on Tuesday, Sept. 25.
