Middletown Arrests: Sept. 24 to Oct. 22

The following police reports come from the Middletown Police public information officer. Individuals named here reflect charges filed, never a conviction.

Middletown Police report the following incidents:

Oct. 22

OPERATE UNREGISTERED VEHICLE AND WHEN LICENSE IS SUSPENDED, FAILURE TO HAVE TAIL LAMPS, IMPROPER COLOR OF STOP LAMPS — At 7:57 p.m., Oswald Johnson, 32, of Long Lane was driving an Oldsmobile Cutlas Ciera on South Main Street with broken tail lights, according to the report. Johnson told police it was his friend's car and he didn't know where the license and registration were.

SECOND-DEGREE FAILURE TO APPEAR — At 7 a.m., Geoffrey M. Story, 33, of Ballfall Road, Rockfall, turned himself in on an outstanding warrant.

FIRST-DEGREE FAILURE TO APPEAR — At 5:38 a.m., Timothy Brainard, 52, of Railroad Street, Bethel, Maine, turned himself in on an outstanding warrant from Old Saybrook.

Oct. 21

FIRST-DEGREE AND TWO COUNTS SECOND-DEGREE FAILURE TO APPEAR — At 9:01 p.m., John M. Ingalls, 52, of Spring Street was found by police at Forest City Spirits on Main Street with multiple outstanding warrants, according to the report. 

Oct. 20

OPERATE UNREGISTERED VEHICLE AND WHEN LICENSE IS SUSPENDED, INSURANCE COVERAGE FAILS MINIMUM, RESTRICTED TURN — Diego F. Tachack, 46, of South Main Street was driving a Ford Explorer at Pleasant and Main streets without signaling, according to the report. 

Oct. 19

SIXTH-DEGREE LARCENY — At 8:30 p.m., Esther Ramos, 48, of Seymour Street, Hartford, was picked up in West Hartford on an outstanding warrant from Middletown.

Oct. 18

DUI, FAILURE TO DRIVE IN PROPER LANE — At 9:11 a.m., Robert A. DeLeon, 46, of Randolph Road was driving a Jeep Cherokee on Ridge Road and police saw him swerve to the left across the double-yellow line divider into oncoming traffic, according to the report. His eyes were glossed over and bloodshot, police say, and he smelled of alcohol, then admitted to having a few beers and wings at a bar. He failed sobriety tests, according to the report, and blood alcohol level tests registered .119 and .106.

Oct. 17

INTERFERING WITH OFFICER — At 9:30 p.m., Rohan R. Powell, 24, of Pearl Street was found by police in a Nissan Altima parked in the west-bound lane on Dingwall Drive with the engine running and the shifter in park, according to the report. Powell began driving, police say, and was stopped at Union Street. While getting his driver's license, the report says, officers saw a number of folded $20 bills in his wallet and some copper colored wire in the car, which police identified as used to smoke crack cocaine. There was a 3-year-old child in the car seat but not buckled in, the report indicates. While being searched, Powell actively resisted and swore repeatedly and his struggle caused injuries to one officer, police indicate.

Sept. 24

EVADING RESPONSIBILITY — At 3:09 p.m., Jon Hayden, 51, of Providence Turnpike, Hampton, was involved in an accident at Main Street Extension and Silver Street with a bicyclist and left the scene, according to the report. The bicyclist said he was hit by a black sedan while crossing the street, fell off and hit the ground, bruising and cutting his leg, police say. Hours later, the report says, Hayden's mother called police to report the collision and when police asked why he didn't call, she told them Hayden was deaf, could read lips, but didn't know American Sign Language.

When Hayden got out and tried to talk to the victim, the report says, he got up and moved to the side of the road, so he believed the man was uninjured.

FIFTH-DEGREE LARCENY — Shalemar Freeman, 18, of deKoven Drive, Middletown

FAILURE TO MAINTAIN SAFE DISTANCE — Miguel Perlate-Cuello, 28, of East Street, Middletown
