MIDDLETOWN, CT — A CT Lottery scratch ticket bought in Middletown turned into a big win this week.
On Oct. 1, the "winner" cashed in a ticket worth $20,000 in the $20X Cash 9th Edition game.
That represents the top prize in the $20 scratch game.
