PD: Man With Lengthy Rap Sheet, Girlfriend Arrested for Belligerance

Oct. 25 at 7:09 p.m., Michael L. Rueger, 33, of Spice Apple Lane, Meriden, was driving a Honda on Rapallo Avenue with no front license plate and tinted windows, according to the report, and refused to provide his license, registration and insurance or roll down his window. 

The officer opened the passenger door to talk to him and Rueger tried to shut it and then refused to be handcuffed by tensing up. It took officers 40 to 50 minutes to identify him, the report says, and was uncooperative throughout the booking process at headquarters. 

A police canine was called to search the call and the report says while they were waiting, at 8:15 p.m., his girlfriend, Veronica Madera, 22, of Welles Terrace, Meriden, showed up at the scene and tried to take the car, saying she didn't care what officers told her.

Madera balled up her fists at police, the report says, and insulted them with vulgarities in front of downtown businesses. 

At headquarters, she refused to remove her clothes for a female officer's search, saying she didn't have a bra on, the report says, walked away from police and pushed one officer's arm out of the way and threw her scarf in another's face. After a struggle in which she tensed up and refused to be handcuffed, Madera was brought to the ground, according to the report.

Rueger has a lengthy criminal history in California, Washington and Wisconsin, including narcotics arrests, resisting arrest, failures to appear, bail jumping, fugitive arrest without a warrant, strangulation, and abuse of a child. 

Both were charged with interfering with an officer and Madera additionally for another count of interfering with an officer and second-degree breach of peace.
