6 Charged In Street Takeover In North Haven: Police

Six people have been arrested in connection with a street takeover in which two spectators were struck by a vehicle, according to police.

NORTH HAVEN, CT — Six people have been arrested in connection with a street takeover last December in North Haven, including the driver of a vehicle that struck two spectators while spinning around a ring of fire, according to police.

Police responded around 2 a.m. on Dec. 28 to a street takeover taking place at the intersection of Montowese Avenue and the I-91 Exit 9 on / off ramp. The caller told police that two people were struck by a vehicle that was driving erratically.

“Officers arrived on scene, but the injured individuals were no longer there,” police wrote in a post on Facebook. “Those involved in the street takeover immediately left the scene upon police arrival.

“Detectives were assigned to further investigate and identify those who took part in the illegal street take-over. Since then, they have obtained multiple search warrants and have identified and arrested six individuals involved in the street takeover that evening, for various roles.”

Police said the driver of the vehicle that struck two people was identified as 28-year-old Segundo Tixi Tixi of Flushing, New York.

Tixi Tixi was arrested Thursday, March 6 by the U.S. Marshal Service at his residence in New York, according to police. Tixi Tixi is being held in New York as a fugitive from justice during the extradition process to Connecticut, police said.

Upon extradition, police said Tixi Tixi will be charged with second-degree assault, evading responsibility which caused serious physical injury, evading responsibility which caused physical injury, second-degree breach of peace, first-degree reckless endangerment, reckless driving, and illegal racing on a highway.

Police also made the following arrests in connection with the street takeover:

Luis Villeda-Garcia, 20, of Norwalk, was charged with second-degree breach of peace, spectating a street takeover, and negligent use of highway by pedestrian.

Jayden Ruiz-Navarro, 20, of Beacon Falls, was charged with second-degree breach of peace, spectating a street takeover, and negligent use of highway by pedestrian.

Hisan Chowdhury, 20, of Norwalk, was charged with second-degree breach of peace and spectating a street takeover.

Nevaeh Castro, 20, of Seymour, was charged with second-degree breach of peace and spectating a street takeover.

Michael Cruz, 22, of Stratford, was charged with second-degree breach of peace and spectating a street takeover.

“We stand firm in relentlessly pursuing those who bring dangerous and disruptive behavior to our town,” police wrote. “While these investigations are often difficult because of uncooperative individuals involved, we will do everything we lawfully can to identify, arrest, and successfully prosecute those who put others at risk by acting in such disregard. Lastly, we wish to thank the New Haven State’s Attorney’s Office and Meriden Superior Court; as well as NYPD and the U.S. Marshals, who assisted in apprehending our out of state offender. Strong work by all.”
