James Michael Hall, 25, of Howe Avenue, is charged with driving under the influence, insufficient insurance and unsafe backing.
Police said Hall backed into another car and was detained at the scene by bystanders.
His bond was set at $1,000 for an appearance in Derby Superior Court.
