$200K Bond Set For South Windsor Man Charged After Violent Disturbance

BOLTON, CT — A South Windsor resident is facing numerous charges after being taken into custody Tuesday night by state police following a violent domestic disturbance

Around 9:07 p.m., personnel from Troop K in Colchester met a victim outside a Bolton home, where it was reported a suspect was intoxicated and had assaulted them and another family member in the home. The victim said they managed to escape from the residence and hid in the woods until troopers arrived, state police said.

The suspect, later identified as Ryan Tomel, 35, had returned to the residence earlier in the evening while intoxicated. The victim reported Tomel often loses control when drinking, and when he came into the residence, he began striking them in the head and upper body with a closed fist, as well as kicking their lower body area, state police said.

The victim said they fell behind a couch in attempts to escape the assault, at which time Tomel placed them in a headlock, restricting their ability to breathe. Following this, Tomel had verbally threatened to shoot them and another person within the home, before Tomel turned his attention to the second person, who is elderly, state police said.

Tomel began striking the second victim with his fist, and later used a cane to strike the person, causing the cane to bend, according to the first victim, who also disclosed an active protective order is in place between them and Tomel. The existence of said protective order was later verified through Troop K dispatch, state police said.

Based upon the likelihood of Tomel being armed, troopers assumed tactical positions outside the residence and gave verbal commands for Tomel to exit the home. Tomel initially complied and came outside; however, he refused to cooperate with further commands from troopers, who told him he would be tased if he refused to cooperate, state police said.

An unsuccessful Taser deployment was attempted, and Tomel retreated back into the residence, but re-emerged a short time later. Tomel was given further commands, refused to comply and a Taser was deployed a second time. This deployment was effective, and Tomel was arrested without further incident, state police said.

Tomel was taken to an area hospital for treatment following the Taser deployment. Both victims declined medical treatment, state police said.

Upon discharge from medical care, Tomel was charged with interfering with an officer, second-degree breach of peace, disorderly conduct, violating a protective order, third-degree assault, third-degree assault on an elderly victim, second-degree threatening, third-degree strangulation/suffocation and second-degree unlawful restraint.

Bond was set at $200,000, and Tomel was arraigned Wednesday in Rockville Superior Court, where his bond was reduced to $150,000. He has not been released from custody, according to judicial records.
