Man Took Money For Home Improvement Work, Never Finished Job, South Windsor Police Say
The man and his business were not licensed with the state at the time of the work, South Windsor police say.
SOUTH WINDSOR, CT — A Westbrook man was arrested Monday in connection with a home improvement job that police say was never finished.
According to the South Windsor Police Department, Eliezer Soto, 42, was arrested around 1:05 p.m. on December 22nd, 2025, on an active warrant.
Police said the case goes back to September 2021, when Soto agreed to do work at a South Windsor home and took payment but did not complete the job. Investigators said Soto later paid some money back in small amounts but still owed the victim about $8,000.

During the investigation, police determined Soto and his business, Budget Fence LLC, were not licensed with the state Department of Consumer Protection at the time of the work.
Police said the arrest warrant was approved through the Attorney General’s Office. Soto was taken into custody by the Westport Police Department and then turned over to South Windsor police.

He was released on a $10,000 non-surety bond and is scheduled to appear in Manchester Superior Court on January 7th, 2026, at 9 a.m.
Charges are allegations, and Soto is presumed innocent unless proven guilty in court.
