Suspect In Tolland Sexual Assault Case Corralled By Enfield Police

A traffic stop in Enfield yielded a warrant from state police for a Springfield man on sexual assault charges.

TOLLAND, CT — An investigation by the Connecticut State Police Troop C Eastern District Major Crime Unit into a sexual assault complaint out of Tolland resulted in a suspect being taken into custody by Enfield police officers following a traffic stop in that town late Monday morning.

Luis Alberto Elicier, 42, of Springfield, Mass., was arrested around 10:53 a.m. at the intersection of Elm Street and Freshwater Boulevard. He was immediately turned over to state police, who had a warrant for his arrest, Enfield Chief Alaric Fox said.

He was charged with first-degree sexual assault and first-degree unlawful restraint, and was held in lieu of $500,000 bond. He was slated to appear Tuesday in Rockville Superior Court.

According to an affidavit supporting Elicier's arrest, police received a 9-1-1 call around 1:30 a.m. on Sept. 27, with the caller reporting a sexual assault had just occurred at a house in Tolland.

A 29-year-old woman told police she had been assaulted by Elicier in a hot tub during "a small social gathering." She said Elicier had forcibly held her down by the neck during the incident, according to the affidavit.
