WEST HARTFORD, CT — A local nonprofit that operates a prominent senior/disabled housing complex in West Hartford recently received significantly good financial news.

West Hartford Fellowship Housing, a nonprofit provider of affordable housing for seniors and adults with disabilities, was awarded $2.1 million in Low-Income Housing Tax Credits (LIHTC)at the recent April board meeting of the Connecticut Housing Finance Authority (CHFA).

The award equates to approximately $19 million in equity from private investors, making the development of WHFH’s Phase III possible, the group said.

Through WHFH Development Corp., WHFH is amid a multi-year, four-phase redevelopment of its Starkel Road campus, located in the heart of Bishops Corner.

Phase III will replace aging units with 77 new, fully affordable homes, ensuring continued housing stability for existing residents.

Located near transit, shopping, and a senior center, the project incorporates modern sustainability measures and universal design.

The redevelopment will increase unit sizes by at least 50 percent, add washers and dryers, improve accessibility, provide more functional common spaces, and enhance energy efficiency.

Made possible by a 2022 LIHTC award by CHFA, and with support from the Connecticut Department of Housing, Phase I of the redevelopment is wrapping up construction, with a grand opening planned for June. That phase broke ground in 2023.

Phase II is expected to commence construction shortly after, with Phase III to follow.

When all four phases are complete, WHFH will have more than 300 units of 100 percent affordable housing.

“Our partners have done a wonderful job guiding the entire process, setting WHFH up for long-term success. I am proud to serve with a board of directors who continue to push boundaries and keep driving progress forward,” said WHFH Development Corp. Board President Keith Robertson.

WHFH Chief Executive Officer Mark Garilli is leading WHFH through its redevelopment phases.

“Every day, our mission fuels our commitment to create opportunity and drive meaningful impact for those we serve. Being awarded Phase III is not just a milestone—it’s a powerful platform to expand that impact,” said Garilli.

“From design to construction, to housing our mission, this project is a beacon of hope for our residents, the town of West Hartford, and the state of Connecticut. We are working hard to erase the stigma around the word ‘affordable’ and these buildings are a shining example of what affordable housing could and should be.”

West Hartford Fellowship Housing is a non-profit provider of affordable housing and related services for seniors and adults with disabilities. Founded in the late 1960s, the organization has grown from a small, volunteer-led initiative to a community that helps seniors live independently.
