WINDSOR LOCKS, CT — For the third time, voters in Windsor Locks overwhelmingly rejected the town's 2025-26 fiscal year budget proposal put forth at referendum by the Board of Finance.

Here are official vote totals for the four questions asked of residents Tuesday:

Question 1
"Shall the Town’s Operating Budget for fiscal year July 1, 2025 – June 30, 2026, in the amount of $61,877,604 as recommended by the Board of Finance be approved?"
No: 854 (65.9%); Yes: 442 (34.1%)

Question 2
"Shall the Town’s Tax Increment Financing (TIF) District Budget for fiscal year July 1, 2025 – June 30, 2026, in the amount of $505,590 be approved?"
No: 833 (64.3%); Yes: 463 (35.7%)

Question 3
"Shall the Town’s Capital Budget for the fiscal year July 1, 2025 – June 30, 2026, in the amount of $9,702,427 be approved?"
No: 830 (63.8%); Yes: 470 (36.2%)

Question 4
"Shall the Town of Windsor Locks appropriate $7,755,000 for 2026 Roadway Infrastructure Improvements (sanitary sewer, drainage, parking, sidewalks, green infrastructure, etc.) and issue bonds/notes to finance it?"
No: 706 (54.4%); Yes: 591 (45.6%)

A fourth referendum has been scheduled for Tuesday, July 15 from noon to 8 p.m. Voters in District 1 will cast their ballots at Town Hall, while District 2 residents will vote at Windsor Locks High School.
