City Of Wilmington: City Of Wilmington And Recorder Of Deeds Streamline The Deed Recordation And Real Estate Transfer Tax Settlement Process

Wilmington Mayor Mike Purzycki, City Finance Director J. Brett Taylor, and New Castle County Recorder of Deeds Michael E. Kozikowski Sr. today announced a streamlined process that will benefit Wilmington property owners, and the attorneys who represent them, when properties are purchased or transferred.
The Recorder of Deeds Office and the City have entered into an agreement whereby beginning next month (Monday, January 3, 2022) the Recorder of Deeds Office will process all deed recordations and the settlement of real estate transfer taxes on behalf of City property owners. Prior to this agreement, property owners and/or attorneys representing them would have to obtain stamps of payment and send their real estate transfer taxes to the City prior to being able to record their deed with the County.
Mayor Purzycki and Recorder of Deeds Kozikowski said the new process will make the submission of documents more efficient, particularly with the addition of electronic filing of documents through the Recorder of Deeds office.
“We are very pleased to enter into this agreement with Mike Kozikowski and his team because each of us strives to make our operations more efficient and make it easier for people doing business with our respective governments,” said Mayor Purzycki.
“I am certain that the City and its residents will be very pleased with the customer service they receive from both the New Castle County (NCC) Recorder of Deeds and the NCC Office of Finance, which have contractually agreed to act as their agent for collecting and remitting the Wilmington Realty Transfer Tax for them beginning in January 2022,” said Recorder of Deeds Michael E. Kozikowski Sr.
