LAND O' LAKES, FL — An estimated 4,000 customers of Withlacoochee River Electric Cooperative in Pasco County were without power Saturday morning.  According to the company, its Tampa Downs substation was out, affecting power to the Tampa Premium Outlets, Stagecoach, Lake Padgett and other areas.Crews went to work repairing the damage, with the electric co-op reporting early Saturday afternoon that power had been resorted.    "All members who have been impacted by the Tampa Downs Substation are back in service," the company wrote on <a href="https://www.facebook.com/WithlacoocheeRiverElectricCooperativeInc/?fref=ts" rel="nofollow" target="_blank">Facebook</a>. "If you are still without power please contact your local co-op office." When the power initially went out, Pasco County Fire Rescue reported a surge in calls to 911 and issued a plea to residents to not use the emergency call number to report outages.
