Largo May Consider Development Agreement for Proposed Apartments at Briarwood RV Park

The Briarwood RV Park owner has agreed to address issues and concerns raised by neighbors regarding a proposed 260-unit apartment complex through a development agreement (DA) process with the city, reports Largo Principal Planner Jesus Niño.

Neighbors and nearby property owners voiced concerns about the proposed apartment project, such as increased traffic and possible view obstruction. Neighbors wanted an opportunity to look at site plans once they are developed, also.

The property owner wants to change the land use of the current RV park to Residential High with a density of 19 units per acre, to allow for the development of the 260-unit apartment complex. The approximately 13.8 acre parcel is located off of Seminole Boulevard, just north of Ulmerton Road.

City staff will ask the Largo City Commission for approval on Jan. 8 to negotiate the development agreement on the city's behalf for the proposed apartment complex project. The agreement would address building height, dwelling unit density, setbacks and buffers. The agreement would include a "concept plan," which would show how the proposed apartment complex would be designed. The agreement process would include at least two public hearings, according to a city report.

The proposed land use change has been withdrawn temporarily from being reviewed by the Pinellas Planning Council and the Countywide Planning Authority until the DA is approved by the city. Developers had gone before the PPC to get its approval on the land use change in December but concerns raised led to the decision to create a DA first, according to a city report.
