Here are the top stories today in Miami:

1. Only about 32 percent of registered voters in Broward County cast their ballots before Election Day today. More than 200,000 voted by mail and about 188,000 voted early. Precincts will be open today from 7 a.m. to 7 p.m. for the final day of voting. (WPLG Local 10)

2. A Tri-Rail train crashed into a car in Oakland Park on Monday at around 8 a.m. near Prospect Road and Northwest Ninth Avenue. The family inside the vehicle was taken to the hospital but was expected to be alright. The train was back on track by the afternoon. (WSVN)

3. Portions of South Florida are now under a hurricane watch after Subtropical Storm Nicole formed Monday morning and is expected to approach the state later in the week. A state of emergency has been declared for 34 counties in the potential path of Nicole, including Miami-Dade, Broward and Palm Beach counties. (NBC Miami)

4. Shops at Merrick Park is having its "Back to Traditions" event on Thursday, Nov. 17 at 6 p.m. Guests can enjoy a tree lighting ceremony, live music from Camie Liz, photos with Santa Claus, and more. Guests are encouraged to bring unwrapped toys for children at Nicklaus Children’s Hospital. (Miami's Community News)

5. The Israel Philharmonic will perform on Nov. 10 at the Knight Concert Hall of The Adrienne Arsht Center for Performing Arts of Miami-Dade County. Tickets start at $50. The orchestra will play three of Sergei Prokofiev masterworks. (Miami's Community News)

  • A man was spotted waiving the FSU flag at University of Miami during rush hour on Monday evening after the Hurricanes loss to the Seminoles this past weekend. (Twitter)
  • A developer has proposed a mixed-use project on part of the former Johnson & Wales University campus in Miami. The development would feature 450 apartments, 12,960-square-feet of commercial space, and a 685-spot car garage. (Subscription: South Florida Business Journal)
