Sex Offender Arrested for Being Out On Halloween

Kevin Stowell was tracked to an address where a woman was handing out candy to kids.

A registered sex offender staying at a New Port Richey motel was arrested Thursday after being found at a home where a woman was passing out candy to trick-or-treaters.

Kevin Arthur Stowell, who in September was convicted of charges of possession of child pornography, was instructed on Oct. 18 by a probation specialist to stay at home on Halloween, according to a Pasco County Sheriff’s Office arrest report. His address is listed as Travel Inn Motel, 7532 U.S. 19 in New Port Richey. 

When deputies checked in on him Halloween night, they found he was not at home. He was located at a Port Richey address, the sheriff's office said. Stowell was there with a female "friend." The woman was actively participating in Halloween activities and handing out candy to children.

Stowell was arrested Thursday and charged with violation of probation. He was still in custody Friday.
