St. Pete Beach Employee Used City-Issued Gas Card On Non-City Vehicles: Sheriff
A St. Pete Beach city employee was arrested for using a city-issued gas card on non-city vehicles, Pinellas County Sheriff's Office said.
ST. PETE BEACH, FL — A city of St. Petersburg employee is accused of using a city gas card to fuel non-city vehicles, the Pinellas County Sheriff’s Office said in a news release.
Leonard Hardy Rose, 50, was arrested Thursday by detectives with the PCSO Economic Crimes Unit and charged with scheme to defraud.
Detectives began their investigation after receiving an Aug. 28 report of theft by a city employee, later identified as Rose.

Investigators learned that Rose used a city gas card multiple times to make unauthorized fuel purchases between February 2024 and August 2025, the sheriff’s office said.

He was seen on surveillance video footage at local gas stations fueling vehicles that didn’t belong to the city, investigators said. He used a gas card provided by the city as payment.
Rose used the gas card numerous times, totaling more than $3,000.
