Members of Georgia's Legislative Black Caucus are proposing changes that would make the lottery-funded HOPE scholarship available to more young people.

They also want to change how HOPE is awarded. Caucus members want the money available to be proportional to how many lottery tickets are sold in an area. The idea is this would help diversify HOPE by increasing the amount of money available in communities where more tickets are sold.
Students and educators in southwest Atlanta have voiced concern about how college-bound youth have been affected as the state tightened up HOPE eligibility to keep the scholarship program within its budget.

The latest proposals to change the HOPE program, face an uphill battle in the Republican-controlled legislatures. Similar proposals that were introduced by Democratic lawmakers last year failed to move forward.
