Person Found Dead In DeKalb Jail Parking Lot

The body was found one day after after DeKalb's sheriff met with the NAACP over allegations of poor jail conditions.

DECATUR, GA -- Police are investigating the death of an unidentified person who was found Friday morning in the DeKalb County jail's parking lot. DeKalb Sheriff Jeffrey Mann's office said the death is unrelated to jail operations, and there is no threat to the safety of any visitors, inmates or employees or to the jail's security.

Police have not released the name of the deceased, but Channel 2 is reporting a man shot a woman and then drove to the jail to surrender.

On Wednesday, Mann met with DeKalb NAACP officials to discuss allegations of inmate abuse and poor sanitary conditions at the jail. Earlier this month, four people were arrested after a protest outside the jail turned violent. The four were charged with disorderly conduct and obstructing roadways, all misdemeanors.

According to posts on social media, the demonstration was hosted by the Atlanta Incarcerated Workers Organizing Committee, which alleges mistreatment of jail inmates. The same group protested at the jail on April 12, when they threw smoke bombs and firecrackers into the jail lobby and caused minor injuries to a police officer. Arrests were made following that incident.

Mann's office said he spent nearly three hours with NAACP members, who visited the jail’s medical and dental clinics, an inmate housing unit, and GED classrooms. They also received a demonstration of how kiosks in inmate housing units are used to communicate with loved ones, make appointments, request services or file grievances.

Mann invited protest leaders to visit the jail, report any specific grievances they have received from inmates, and learn generally about the facility’s operations but said his offer was declined via social media.
