Will Runoffs Be Necessary for Duluth City Council?

The 2013 Duluth election season is now officially under way, and with plenty of participants.

Qualifying ended Wednesday (Aug. 28), and two City Council posts have multiple challengers. Billy Jones (Post 3) is the only incumbent who faces no opposition on the Nov. 5 ballot.

For Post 1, incumbent Marsha Anderson Bomar will be challenged by David Cossette and Chaohan Louis Tseng. For Post 2, incumbent Jim Dugan will be challenged by Kirkland Carden and Seth D. Grey.

The Post 1 and 2 situations suggests the possibility of runoff elections.

According to the Duluth city charter, a candidate must receive a majority of votes -- 50 percent, plus one -- to be elected. If not, a runoff election would be held on Tuesday, Dec. 3, according to the city clerk's office.
