  1. On Oct. 13, the Carter Center announced it will observe the November midterm elections in Fulton County. The election observers will watch Fulton County's absentee ballot issuance and processing, early voting and election day polling places, election day operations in the elections office, and post-election procedures.   2. The Johns Creek City Council approved a resolution to remove restrictions on certain types of special events and alcohol service during special events at Autrey Mill Park and Nature Preserve. Since Johns Creek took ownership of the property from Fulton County, the special events and service of alcohol will be governed by the city's alcohol ordinance.   3. Today, Oct. 15, is day one of the Johns Creek Arts Festival. The festival begins with the Arts on the Creek Book Fest, where attendees can meet authors and more. (Johns Creek Patch)
