ARLINGTON HEIGHTS, IL — Ahead of the April 1 consolidated municipal elections, Arlington Heights Patch provided questionnaires to all candidates on the ballot.

Eight candidates are running for four seats on the Arlington Heights Village Board. Current trustee Jim Bertucci will be on the ballot along with Martin Bauer, Colin Gilbert, Michele Hunter, Anargyros Karafortias, Bill Manganaro, Carina Santa Maria and Greg Zyck. Each seat is for a four-year term.

Rising costs and shifting revenue sources demand careful budgeting to maintain essential services without overburdening taxpayers. At the same time, strategic investments in infrastructure, public safety, and economic development must continue to support long-term growth. The future of the Arlington Park site remains a major focus. Whether or not the Chicago Bears build their stadium, the village must ensure that any development maximizes economic benefits while prioritizing community needs. The challenge lies in attracting the right mix of businesses, housing, and entertainment that will enhance Arlington Heights while preserving its character. Infrastructure and public health must also be prioritized, particularly the replacement of lead service lines and improvements in storm water management. Securing state and federal funding while managing local costs will be essential to keeping Arlington Heights safe and sustainable. As the village grows, maintaining a strong sense of community and fostering inclusivity will be vital. Expanding public engagement and ensuring housing options for young families, seniors, and local workers will help shape a more connected and thriving future. Addressing these challenges requires smart planning, financial discipline, and a commitment to resident-driven solutions.

What are the critical differences between you and the other candidates seeking this post?

I stand apart from other candidates because of my leadership, experience, and deep community commitment. As a nonprofit CEO, I’ve grown Shelter, Inc. from $1.8 million to $6.7 million, demonstrating my ability to expand resources and balance budgets. My background as a social worker and advocate means I don’t just talk about community support—I build programs and policies that improve lives. I bring a broad perspective from my work at local, county, and international levels, including consulting in Kosovo and the UAE. As a first-generation American, daughter of immigrants and a refugee, I understand the value of opportunity and inclusion. I’m also an engaged parent, with two young children. My campaign is rooted in the belief that It Takes a Village, and I’m committed to making Arlington Heights stronger, more connected, and more inclusive for all.

If you are a challenger, in what way has the current board or officeholder failed the community (or district or constituency)?

I want to first thank the current board for their service and dedication to Arlington Heights. Public service requires commitment, and I appreciate the work they have done to help our village grow and thrive

However, I believe that a more diverse perspective on the issues affecting our community needs to be represented at the table. As someone who is deeply engaged with residents every day—whether through my work in nonprofit leadership, community advocacy, or public service—I see firsthand the challenges that families, businesses, and individuals face. From ensuring responsible development and infrastructure investment to strengthening community services and public safety, I bring a unique lens shaped by real-life experiences and direct engagement with those impacted by policy decisions.

Arlington Heights is a vibrant and evolving community, and its leadership should reflect a broad range of perspectives. I am running for Village Trustee because I believe thoughtful, inclusive, and community-driven leadership is essential to ensuring that Arlington Heights remains a great place to live, work, and raise a family.

In addition to infrastructure and development, my campaign platform focuses on several key areas to enhance the well-being of Arlington Heights residents:

Strengthening Community Services: I am committed to ensuring our village offers essential services that cater to all residents, with a particular emphasis on supporting families, children, and seniors. By enhancing these services, we can foster a more inclusive and supportive community.

Promoting Economic Development: A thriving local economy is vital for our community's prosperity. I aim to support small businesses, attract new investments, and create job opportunities that benefit all residents. This includes implementing policies that encourage entrepreneurship and sustainable growth.

Enhancing Public Safety: The safety of our neighborhoods is paramount. I plan to collaborate closely with law enforcement and community organizations to prevent crime and address the underlying causes of social issues. Through proactive measures and community engagement, we can ensure a safer environment for everyone.

These initiatives, alongside a focus on infrastructure and responsible development, form the foundation of my vision for Arlington Heights—a community where everyone can thrive.

What accomplishments in your past would you cite as evidence you can handle this job?

I have a proven track record of leadership, strategic problem-solving, and community impact—qualities that make me the right choice for Arlington Heights Village Trustee. As the CEO of a 24/7 crisis nonprofit, I successfully led the organization through the challenges of the COVID-19 pandemic, requiring forward-thinking strategies, adaptability, and decisive leadership in ever-changing circumstances. I ensured that critical services remained operational while also planning for long-term sustainability and growth.

I know how to stretch every dollar, build strong relationships with stakeholders, and make strategic financial decisions that allow services to expand while keeping costs low. Under my leadership, my organization has more than tripled in size over six years, demonstrating my ability to increase revenue, expand resources, and maximize impact—all skills that directly translate to effective governance.

I am also leading the development of Illinois’ first DCFS-approved shelter for child victims of human trafficking, a project that requires policy navigation, coalition-building, and long-term vision to address a critical need in our state. This work reflects my commitment to tackling difficult challenges with real solutions that make a difference in people’s lives.

More than anything, I listen. I am deeply engaged with the community, understand the challenges residents face, and take action to develop real-life solutions with direct impact. I don’t just talk about making a difference—I get results. As Village Trustee, I will bring this same strategic, community-focused leadership to Arlington Heights, ensuring responsible growth, financial stability, and policies that truly benefit residents.

Voters should trust me because I have a proven track record of leadership, problem-solving, and delivering real results for the communities I serve. As CEO of Shelter, Inc., I have successfully expanded resources, growing the organization by 295% in six years while maintaining fiscal responsibility. I have built programs from the ground up, including leading the development of Illinois’ first DCFS-approved home for child victims of human trafficking, demonstrating my ability to turn urgent needs into real solutions.

I have dedicated my career to listening to communities, identifying their challenges, and creating policies that make a difference. Whether serving on the Cook County Child Death Review Committee or the Statewide Foster Care Advisory Council, I work alongside policymakers and advocates to shape meaningful change.

Beyond my professional experience, I am deeply invested in transparency, accountability, and collaboration. I believe leadership is about engaging with residents, understanding their concerns, and ensuring that government works for the people. If you win this position, what accomplishment would make your term in office as a success?

If elected as Arlington Heights Village Trustee, success would mean ensuring responsible development, strengthening community services, and making government more accessible and transparent. I want to see infrastructure improvements that keep pace with growth, ensuring that roads, utilities, and public spaces are well-maintained and sustainable. I would also work to shape smart development policies that support local businesses, attract responsible investment, and maintain the character of our village.

Another key measure of success would be enhancing community services and public safety. I want to ensure families, children, and seniors have access to the resources they need while fostering strong partnerships with law enforcement and community organizations to keep our neighborhoods safe.

Lastly, I would consider my term a success if I helped make local government more accessible and transparent, ensuring that residents feel heard and engaged in the decision-making process. If, by the end of my term, Arlington Heights is a stronger, more connected, and more inclusive community—where people feel they have a voice and see real progress—I will have accomplished what I set out to do.

What are your views on fiscal policy, government spending and the handling of taxpayer dollars in the office you are seeking?

I believe in a fiscally responsible, transparent, and community-driven approach to government spending. Taxpayer dollars should be managed efficiently and invested wisely to ensure the greatest return for the people of Arlington Heights. My experience as a nonprofit CEO—where I grew an organization by 295% while maintaining financial stability—has given me firsthand knowledge of balancing budgets, securing funding, and making strategic investments that drive long-term success.

I support responsible development that strengthens our local economy without placing unnecessary financial burdens on residents. Investments in infrastructure, public safety, and community services must be well-planned, ensuring they meet both immediate needs and long-term sustainability. Transparency is also key—residents deserve to know how their tax dollars are being spent and to have a voice in financial decisions that impact them.

I will advocate for smart fiscal policies that prioritize essential services, encourage economic growth, and maintain the financial health of our village. By taking a proactive and strategic approach, we can ensure Arlington Heights remains a thriving, well-managed community without unnecessary tax increases or wasteful spending.

What are your thoughts on the crime rate in your community, and what more can be done to combat crime — especially violent crime — in town?

Arlington Heights is fortunate to have a dedicated and highly professional police force that works tirelessly to keep our community safe. Their commitment to public safety is evident in the strong relationships they build with residents and their proactive approach to law enforcement. I deeply appreciate their service and believe that supporting our officers with the right resources and partnerships is key to maintaining and enhancing safety in our village.

One of the most frequent calls our police receive involves mental health crises. While our officers respond with professionalism and care, these situations often require specialized intervention. I propose forming strong partnerships between law enforcement and mental health providers, allowing trained social workers to handle these calls while police focus on crime prevention and emergency response. This approach has been successful in many communities, leading to better outcomes for individuals in crisis and more efficient use of police resources.

Additionally, we need to look at the root causes of crime, whether it’s economic instability, lack of access to services, or other social factors. By investing in community programs, youth engagement, and local economic development, we can create proactive solutions that reduce crime before it happens.

Public safety is about more than just policing—it’s about building a strong, supportive community where people have the resources they need to thrive. As Village Trustee, I will work to ensure that Arlington Heights continues to be a safe, welcoming place for all.

What is your view of the city's/village's approach to commercial and residential development?

Arlington Heights is at a critical point in its commercial and residential development, and I believe we need a balanced, community-driven approach that promotes responsible growth while preserving the character of our village. Development should enhance quality of life, strengthen the local economy, and ensure that our infrastructure and public services can support future expansion.

On the commercial side, I support policies that attract businesses—both large and small—while ensuring that new developments contribute positively to the community. We need to foster an environment where local businesses can thrive while making strategic decisions about larger projects to ensure they align with our village’s values and long-term vision.

For residential development, I believe in smart growth that prioritizes affordability, accessibility, and sustainability. Housing options should meet the needs of our diverse population, from young families to seniors, while maintaining the integrity of our neighborhoods. New developments must be well-integrated with infrastructure and public services to prevent congestion and strain on resources.

Most importantly, development decisions should be transparent and include community input. Residents deserve to have a say in how their village grows, and as Trustee, I will advocate for thoughtful planning that balances economic opportunity with maintaining the charm and livability of Arlington Heights.

When it comes to development, what are some key areas for improvement or additions you feel are most wanted by residents? What will need to be done to make this happen?

Residents of Arlington Heights want smart development that enhances quality of life while maintaining the village’s character. A major concern is improving pedestrian walkways and biking infrastructure to create a safer, more accessible community. Many streets and public areas are not designed with pedestrians and cyclists in mind, making it difficult for families, commuters, and seniors to navigate without a car. Expanding sidewalks, adding bike lanes, and ensuring new developments prioritize walkability will make Arlington Heights more connected and livable.

Another key area for improvement is green spaces and public gathering areas. Parks, recreational spaces, and well-maintained public areas contribute to a strong sense of community, yet many residents feel there is room for expansion. Investing in parks, trails, and open spaces will help maintain Arlington Heights' charm while promoting outdoor activities and social engagement. Thoughtful urban planning should integrate these elements into both residential and commercial developments to ensure they remain a priority as the village grows.

Housing diversity and affordability is also a pressing issue. As the cost of living rises, it is becoming harder for young professionals, families, and seniors to find housing that fits their needs. A mix of housing options, including more affordable homes and multi-generational living opportunities, is essential to keeping Arlington Heights accessible for all. The best advice ever shared with me was when someone told me, “As a leader, you always need to know where the puck is going.” It was a reminder that leadership isn’t just about reacting to what’s in front of you—it’s about anticipating challenges, seeing opportunities before they arise, and making decisions that set up long-term success.

This mindset has shaped how I approach problem-solving and strategic planning. Whether leading a nonprofit, advocating for policy changes, or working on community development, I focus on what’s coming next—not just what’s happening now. It means understanding how Arlington Heights is growing, what investments need to be made today to ensure sustainability, and how policies can be shaped to support future generations.

By always looking ahead, I can help ensure that our village isn’t just keeping up, but thriving. That advice has stayed with me, and it’s how I will continue to lead—as someone who doesn’t just chase the puck, but knows where it’s going.
