Man Talks on Phone as Police Follow for 1.5 Miles

Driver’s License Infractions 

Robert Livas, 30, of Vernon Hills was arrested April 12 for driving while talking on a hand held cell phone and driving with a suspended license, according to Deerfield Police reports. 

Police first saw Livas driving northbound on Waukegan Road near Lake Cook Road with a “large white cell phone with the screen illuminated in his right hand looking from the phone to the road and back again,” according to the report.

According to the report, police followed Livas on Waukegan Road from Lake Cook Road to Elder Lane before stopping him. On further investigation, police learned Livas’s license was suspended. He was released on bond and will appear in Lake County Court at 3 p.m. May 21 in Park City. 

Fernando Guerrero, 22, of Highland Park was arrested April 19 for driving with a suspended license and driving an uninsured motor vehicle, according to Deerfield Police reports. After a random check, police learned Guerrero’s license was suspended. He was released on bond and will appear in Lake County Court at 3 p.m. May 21 in Park City.

Gandulam Shagdar, 23, of Des Plaines, was arrested April 14 for driving with a suspended license. After a random check, police learned her license was suspended. She was released on bond and will appear in Lake County Court at 1:30 p.m. May 7 in Park City. 

Marco Antonio Xala-Venegas, 41, of Waukegan was arrested April 18 for driving with a suspended license and speeding, according to Deerfield Police reports. 

Police clocked Xala-Venegas driving 46 miles per hour in a 30-mile-per-hour zone near the intersection of Waukegan Road and Fairoaks Lane, according to the report. Upon further investigation, police learned his license was suspended. He was released on bond and will appear in Lake County Court at 1:30 p.m. May 7 in Park City.
